libnotify is part of the Desktop Notifications framework. The Desktop Notifications provides a standard way of doing passive pop-up notifications on the Linux desktop. The other component to this framework is the Notification-daemon. Passive messaging can be used in compiled languages such as C, but sending passive messages using shell scripts is trivial as well.
